ABOUT WORLDSKILLS PHILIPPINES NCR

WorldSkills Philippines (WSPH) was established in 2017 when the country rejoined the WorldSkills International Competition. The WSPH section is under the auspices of the Office of the Deputy Director General for TESD Operations of the Technical Education and Skills Development Authority (TESDA). The primary function of WSPH is to facilitate local skills competition in the country and its participation in the international skills competition as stated in Section 30 of Republic Act 7796 or the TESDA Act of 1994. It also performs Secretariat duties to the National Technical Committee (NTC) who is the operational and advisory body for the national and international skills competition. WSPH brings together young people, education, industry and institutions to promote technical education and skills development in the Philippines.

HISTORY AND MISSION OF WORLDSKILLS

WorldSkills began in 1950 as an initiative to promote vocational skills among youth and to address the growing demand for skilled workers in the post-war economy. What started as a small competition among a few countries has grown into a global movement that now includes over 80 member countries and regions. At the heart of WorldSkills is a clear mission: to raise the profile and recognition of skilled people, and to show how important skills are in achieving economic growth and personal success. Through international competitions, training initiatives, and knowledge exchange, WorldSkills continues to promote excellence in skills development and inspire countries to invest in their workforce. The organization also serves as a platform for collaboration among governments, industries, and training institutions—ensuring that skills development remains relevant, forward-looking, and responsive to global trends. Over the decades, WorldSkills has not only celebrated skills excellence but has also shaped policies, influenced training systems, and elevated the status of technical professions worldwide.

IMPORTANCE OF SKILLS COMPETITION

Skills competitions are more than just events—they are catalysts for transformation in education, industry, and society. They provide a platform where excellence is defined, demonstrated, and continuously pursued. By bringing together the best talents, they set benchmarks that inspire institutions, trainers, and learners to strive for higher standards. More importantly, they reinforce a national direction that places skills and workforce development at the center of economic strategy. Under the leadership of Ferdinand Marcos Jr., there has been a strong emphasis on investing in human capital—recognizing that a skilled workforce is the country’s most valuable asset. National policies such as the Enterprise-Based Education and Training (EBET) Framework highlight the importance of aligning skills training with industry needs, ensuring that Filipinos are equipped with competencies that lead directly to employment and productivity. This direction is further reinforced by Jose Francisco “Kiko” Benitez, who has emphasized the need for a dynamic, demand-driven TVET system—one that produces skilled professionals who are agile, globally competitive, and responsive to the evolving labor market. He underscores that training must lead to real employment outcomes and economic mobility for Filipinos. In this context, skills competitions serve not only as showcases of excellence but as strategic platforms that support national priorities—driving workforce investment, strengthening industry linkages, and elevating the overall quality of skills development in the country.

SKILLS AS DRIVER OF ECONOMIC GROWTH

A nation’s progress is deeply rooted in the strength of its workforce. Skills are fundamental to economic growth, enabling industries to enhance productivity, adopt new technologies, and remain competitive in a rapidly evolving global economy. Through platforms like WorldSkills, countries are able to strengthen their human capital by developing highly competent workers who can meet both local and international demands. For the Philippines, investing in skills development ensures that the workforce remains relevant, resilient, and capable of contributing to sustained economic expansion.

INDUSTRY ALIGNMENT AND STANDARDS

One of the defining strengths of WorldSkills is its close alignment with industry. Competitions are designed based on real-world standards, ensuring that the skills being developed are current, practical, and responsive to labor market needs. This alignment bridges the gap between training and employment. It encourages active participation from industry partners, promotes the adoption of international standards, and ensures that graduates are equipped with competencies that meet employer expectations. In doing so, it strengthens the relevance and credibility of the TVET system.

WORKFORCE DEVELOPMENT

WorldSkills plays a vital role in strengthening the entire skills ecosystem. It goes beyond identifying top competitors—it supports the development of trainers, experts, and institutions that collectively shape the workforce. By promoting competency-based training, encouraging continuous upskilling and reskilling, and enhancing assessment and certification systems, skills competitions contribute to building a workforce that is adaptable, highly skilled, and future-ready. This strengthens not only individual career pathways but also the overall capacity of industries to grow and innovate.

YOUTH EMPOWERMENT

“TVET is not an alternative—it is an equal pathway to success.” At its heart, WorldSkills is a platform for empowering the youth. It provides young individuals with opportunities to showcase their talents, gain recognition, and pursue meaningful careers in skilled professions. More importantly, it reshapes perceptions—demonstrating that technical vocational education and training (TVET) is not a second option to higher education, but a distinct and equally valuable career pathway. It affirms that success can be achieved through skills mastery, opening doors to innovation, entrepreneurship, and global employment opportunities. Aligned with the 8-Point Agenda of Jose Francisco “Kiko” Benitez, WorldSkills promotes a critical transformation in the behavior and mindset of the Filipino workforce. It encourages a shift towards a culture of excellence, lifelong learning, adaptability, and professionalism—values that are essential in navigating an increasingly dynamic and technology-driven labor market. This emphasis on mindset development goes beyond technical skills. It nurtures resilience, strong work ethics, and a growth-oriented perspective, empowering the youth not only to compete but to continuously improve and innovate in their chosen fields. By investing in both skills and mindset, WorldSkills helps build a generation that is confident, globally competitive, and ready to contribute to nation-building—proving that skills are not just tools for employment, but powerful instruments for transformation.
